An advocacy organization based in Israel has stated that the actual figure is probably substantially greater, because of hundreds of unaccounted for individuals originating in Gaza.

Civilian Casualties

Restricted government records indicates that the vast majority of Palestinian prisoners from Gaza who died in prison were non-combatants, per a simultaneous inquiry.

By May of the current year, a defense forces registry monitoring all fighters in Gaza, a list of more than 47,000 listed people, listed only 21 casualties in confinement. By that date, 65 Palestinians from Gaza had died in detention.

Detention Conditions

Physical violence, abuse, and additional maltreatment of detainees from Palestine is now standard practice across Israel’s prison network during 24 months of conflict. Senior officials have openly admitted starvation rations and an underground jail detaining Palestinians who are kept in darkness.

Existing and previous detainees and informants from the armed services have all alleged routine infractions of human rights protocols.

Systemic Abuse

The organized mistreatment occurred alongside a alarming increase in fatalities documented across no fewer than 12 detention centers in Israel. In the decade prior to the war, there were usually a couple deaths a year.

“This isn’t only a single occurrence sporadically. It is widespread and it is expected to endure,” a spokesperson said, in part due to the fact there is a culture of near total impunity for fatalities and maltreatment of Palestinian individuals.

Notable Incidents

Some deaths in custody have been publicly known, including a middle-aged healthcare leader who lost his life in prison after 120 days in custody.

An inmate held with the deceased stated that he was brought to the yard by correctional officers just prior to his death, clearly wounded and exposed from the hips downward. His body has not been returned to Gaza.

Other prisoners who lost their lives in confinement by Israeli authorities are unidentified. Detention administrators and armed services provided researchers with the figure of casualties in confinement, and limited further data including the site where they died, but without the detainees’ identities.

Identification Challenges

In 21 cases, primarily individuals from Gaza, investigators were unable to correlate the limited information given by authorities to a casualty documented by rights organisations, via accounts from released detainees or accounts in the press.

The inmates’ next of kin might not have learned about their relatives’ casualties either, as Israel has created obstacles to locate detainees it is confining. For seven months at the start of the hostilities, the defense forces refused to supply essential data about the whereabouts of many of people held in Gaza, effectively implementing a policy of involuntary missing persons, according to the human rights group.
